According to HTC, it's because the One M9+ is the result of "working closely with mobile operators" in the region to offer a specific set of specifications and radio network compatibility. HTC said it will confirm additional markets locally at a later date, though if you live North America or Europe, don't get attached, this phone isn't for you.
"The One M9+ is not currently planned to be released in North America or Europe, where we believe our flagship HTC One M9 is the best choice for blazing fast performance, incredible sound, and network compatibility across the broadest range of operators," HTC said in a statement.
