The release of Windows 10 during the summer of 2015 introduced "Windows as a Service" to the masses. Instead of launching new standalone Windows operating systems every few years or so, Microsoft has made continual updates to Windows 10 that has seen its scope and capabilities expand greatly over the past 5 years.  That expansion of features continues with the Windows 10 Insider Preview Build 20236, which is just now reaching the Dev Channel. There has been a lot of movement in the monitor market over the past few years, especially with the push for 4K Ultra HD visuals and, more recently, high dynamic range (HDR) support. You can throw organic light-emitting diode (OLED) technology into the mix as well. One spec that has somewhat lagged behind, however, is the all-important refresh rate.
