Qualcomm is promising faster phone charges by way of Quick Charge 3.0, the next generation of its fast charging technology. What's different about Quick Charger 3.0 versus the first two iterations is the ability to employ something called Intelligent Negotiation for Optimum Voltage (INOV). In plain English, INOV is an algorithm that allows portable devices to determine the exact power level needed for optimal power transfer at any point in time rather than rely on a predetermined voltage limit across the board.
