The Department of Homeland Security Science and Technology Directorate is handling the creation of the Cyber Reserve and is starting by recruiting
tech experts who already have a history with the government. But that pool won’t last forever, and the DHS is considering training programs for new blood. The biggest challenge that the new program is going to face is convincing top techies to take government salaries.
