Hmm I guess their hearts are in the right place. I personally have never heard anything good about Comcast. But hey if it's that cheap it may be beneficial. Might be good news.
We had a similar new story about this a while back.with Comcast offering a similar deal. Looks pretty good for those that have a kid in school to get up to 1.5Mps/385 up .Which is similar to the a AT&T service in my area at about $27 a month maybe a bit more.Seems like this time they sweetened the deal a bit to make it a better deal at $9.95 for qualifying customers.

This is good news.
Dogs are great judges of character, and if your dog doesn't like somebody being around, you shouldn't trust them.
Comcast does a lot of evil things to their customers. But I have to say this move is great and should benefit many considering how many people have access to the Comcast network. Hopefully other telecommunications companies will follow suit with something similar.
The other thing I hope is that they don't simply pass on the cost to their other customers. As it is at $9.95 they are not losing any money on that speed connection.
Regardless of their actual intentions i do think its a good thing to provide cheaper access to the internet as well as expanding service to more people. The internet can be an essential tool to children in school.
