Do you think TV's might start coming with these types of processors and an OS such as Windows 8/Android on them? Rather then having a whole bunch of custom apps for web enabled devices.
Computer TV's are rare but not unheard of. So short answer would be yes, but probably not widely available.
However, Google TV is built on Android, some are getting Honeycomb update soon, and some TV sets already have it built in. There are also a fair number of ARM set top boxes you can get to upgrade your TV. So, as long as the hardware specs are compatible, then you could possibly install Windows 8 when it comes out...
Or you can just hook a PC to a TV and call it a day :P
While streaming is becoming pretty easy and standard as well and that may make the option mute...
I don't see very many tv's putting them inside. It would be too hard to upgrade/repair. I expect, like @JDiaz said, there will be more small devices like the revue, boxee box, roku, and others taking advantage of this type of processing power inside a tiny device.
Kal-el should be a great addition to the tablet/phone market. Looking forward to the upcoming lineup.
