Hello, I'm considering using a Zalman VF900 on a 9800GTX. This cooler is made for max 7900 cards. Would it still be enough to keep the 9800 cool? If so, what other gear would I need to cool the various chips/ram?

Are these chip cooler thingies good enough, also both or one of them?

People say the stock for this particular card idles at 45C and peaks at 65C.

The worry I have with using a older cooler is that the 8800, 9800, and 200 chips are huge. Much bigger than the old DX9 cards. I don't know that the cooler base would cover the whole chip. Other than that I would say you are set with the blocks you listed there.
