Hey, I'm not one to think in the gutter.  My vote is that they are meeting some friends and getting picked up there.  It is daylight after all.  Pervs.

 Here's another one. Turns out the streets of Fairbanks, Alaska look eerily similar to the inside of a plastic bag. 

I saw that on boingboing. They surmised that either a practical joker put the bag on without being caught by the camera in any other frames or more likely the wind blew it over the camera.
