How to Block Program Outgoing Connections?

Is it possible to block all incoming and outgoing traffic for a specific program in Windows XP? I'm using the built in Windows firewall, and I know it doesn't block outgoing traffic. I don't want to have to download any software to do this, perhaps there is another area in Windows where this could be accomplished?

The best thing you could probably do is get a free firewall that is more robust than the windows firewall.  Zone alarm has a free one that will do what you are wanting.    The only other option is if you connect to a router, if you know the ports that program uses, you could then block them so that it couldnt do anything.  What program are you trying to stop, if we know maybe we could help you out some more.
