This has been true in some of my previous jobs. But I have also had job where this just wasn't possible. For example working in a high volume call center where as soon as you hung up, the phone is ringing again (literally). You don't have time to surf the web at a job like that. In my current job i'm incredibly busy the vast majority of the time. I do have some down time and it's typically spent BS'ing with coworkers or surfing the web. But there typically isn't much time for that or it would be very noticable and i'd be looking for a new job lol

I've always either worked in schools or in an office where everyone is just really busy all day. I tend to cyberloaf at home to avoid certain jobs, not at work. Amazing how many pairs of shoes you can buy when you're supposed to be taking out the garbage :)
I have to say that I'm guilty of cyberloafing sometimes especially when the work load seems too much to handle. I need to take a breather and check out other sites while taking a 5-10 minute break from work.
