Absolutely true. In my experience, Windows has resumed from sleep mode hela-fast even back in Vista, and I can completely boot Kubuntu 10.10 in six seconds (after BIOS to login screen time) on my current machine.
I think this is still probably of benefit to people who might need it to troubleshoot a bad driver blue-screen, or virus removal though. At least it's slightly faster and more convenient than booting a thumbdrive/LiveCD.
