Crazy but I want to throttle BB speed !

Hello noob here. Any way I am trying to get some answers to network speed questions.

Here is the situation. My boss gave me an WinXP computer as a cheap bonus. It is old (2003 Piii 1.2 Ghz Asus CUV4X-EA MOBO)

He says it was used a coupla months then sat on a shelf until he gave it to me so though the technology isn't exactly new the mobo

for all practical purposes is. 

I have an 8 mbit  connection to the internet and I watch movies on net flix. Here is the problem. Netflix automatically choses the video quality according to con speed so at 8 Mbit I get high quality. Now the crux... This computer has a Rage XL pci graphics card so my video is choppy and unwatchable. Due to budget I can't race out to get a better card.

My question is; How do I slow down 8 Mbits to 1.5 Mbits so Netflix chooses a lesser video mode? I'm looking for a temp fix until I can upgrade the graphics card.

Thanx in advance to anyone who can help.

Update: 

I found a solution. TCPOptimizer is a program that allows the changing of the size of the receiving window for Network throughput. I'm watching movies again with no problems other than crappy screen resolutions. It'll be a month before I can upgrade my graphics card so this will have to do.

What router do you use?

I have a generic cable modem with no router in between. I share my connection through a USB High Speed Adapter.

The PCI Ethernet is (Realtek RTL8029(AS). I have the line speed at TP Half Duplex.

When I use Full Duplex I get Dial up speed which is not enough for Netflix.

Any other Line speed options I should know about?

Try going to netflix through a site like http://anonymouse.org/

It will slow they speed a lot. Other than that I'm kinda stumped
